These are a factory defect as shown in lining. The salesman stated the upper right boot strap wasn't straight. 
Some scales are curling/peeling back in a few areas, but nothing dramatic that can't be fixed. See all pics.
A neighbor of mine who repaired footwear stated anyone can get the scales back into shape. He suggested leather glue such as Aleene's. 1st stuff inside bottom so it is easier to manage on the outside. If glue spout is big on certain areas apply glue to toothpick, then apply under scales. Hold down 30 secs or more & gently wipe off excess with a clean cloth or cotton swab. When not in use, stuff at bottom to maintain shape. Did not know then.
these are definitely still wearable and can be worn right away. The upper portion is in great shape. Inside leather lining is in good shape. Better than fair condition

One of the insoles is also missing, but I have replaced it with a insole (you can always buy a new one). Green/Brown leather exterior with pull on loops. Square toe. 1" stacked heel with 13" shaft.
