This piece is very unique and impossible for me to find online, I’m certain it is depression Glass and Fostoria. The reason I think it is Fostoria is because under a black light it turns yellow. It has a small chip as displayed in picture 4 but I really don’t think it devalues it enough to matter especially for someone wanting to add it to their personal collection.

ITEM: Vintage depression glass art deco octagonal petit four plate. it is reverse painted a jadite green on the bottom with black and gold stripes on top. It is approximately 10" across. 
ERA: 1920s 30s 
CONDITION: Excellent condition. No chips or cracks. Some minor wear in the paint.
